You can easily manage your institutions IP range on https://app.theipregistry.org/

Please contact theIPregistry.org to register and manage any changes to your account (cs@theipregistry.org).

Once you have created your account you can action any IP address updates by logging in to your account and adding (or deleting) the relevant IP address(es). The registry is provided free for libraries and is very easy to use. Therefore, making IP changes quicker and easier.
